Under the terms of the GLAS scheme, all farmers in the scheme must attend a GLAS Training Course carried out by an GLAS approved trainer in order to comply with the scheme .
Farmers are required to attend the training course by the end of the second full calendar year of their GLAS contract. This means:
- Farmers in GLAS I and GLAS II must attend a training course by December 31st 2017
- Farmers in GLAS III must attend by December 31st 2018.
Each farmer who completes GLAS training will be paid €158. This is paid by the Department to the Trainer who will distribute monies to attendees.
The course must be 6 hours in duration and must be delivered between 10am and 5pm, Monday to Saturday.
All GLAS training courses must be designed to provide:
a. An introduction to the GLAS scheme, its regulatory basis, the objectives of the scheme and funding.
b. Information on the individual commitments covering areas such as nutrient management, farming practices, record keeping, delivery timelines etc.
c. Information on controls, inspections and sanctions.
d. Education on the consequences of agricultural pollution and its avoidance (including reference to climate change awareness, mitigation of and adaptation to climate change and Ireland’s commitments under the Water Framework Directive and findings of the Teagasc Agricultural Catchments Programme).
e. An appreciation of the importance and preservation of Natura 2000 sites and important bird habitats, wildlife habitats, etc.
f. Information on invasive species and the Campaign for Responsible Rodenticide Use.
g. Information on the importance of farm safety
The training course must include an on farm visit to a host farm covering the actions being delivered by the attendees on the training course. If attendees have priority GLAS actions, where possible these should be viewed and discussed on the host farm(s
The GLAS participant must attend the Training Course by the end of the 2nd full calendar year (i.e. by 31 December 2017 for both GLAS Tranche 1, and 2 participants and 31 December 2018 for GLAS tranche 3 participants). Failure to do so will result in suspension of all future GLAS payments until proof is provided that he/she has attended an approved course. The onus is on the GLAS approved trainer that delivered the GLAS Training event to provide this proof. Where no proof is provided by the end of the 3rd full year of the GLAS contract, the GLAS contract will be terminated and all GLAS monies recouped
